Technology plays an important role in many aspects of everyday life. Abbeville City Hall continues to see changes that stay abreast of that demand.
The city recently installed a kiosk outside of City Hall that will allow citizens to pay bills 24-hours a day, seven days a week. The machine is located in the spot of the old drop box.
“There have been a few bugs to work out and there are a few people who are uncertain on how to use the kiosk,” Abbeville Mayor Mark Piazza said. “It is taking them a little bit of time to get used to it.”
There has been plenty of positive response.
Since the kiosk, which operates similar to an ATM, went live on Nov. 23, 275 transactions have been completed. Those transactions have totaled $42,638, half of it coming in the form of deposited checks. The other half is a combination of cash, credit or debit cards and money orders.
“I am impressed with the number of people who have utilized it,” Piazza said. “It is more than I anticipated.
“That number will continue to grow as more people become familiar with it.”
The city can easily track the kiosk’s transaction history.
“The software that comes along with the kiosk gives us daily reports on the number of transactions,” Piazza explained. “It shows us how much money has been taken in.”
The report also shows if a transaction is not completed properly. That step can help alleviate potential problems.
“If someone claims they tried to pay,” Piazza said, “it will show us if they are telling the truth. It’s an accurate form of accounting for us compared to just having an ordinary dropbox, where people can claim they put money in, and maybe they did and maybe they didn’t.
“This offers us a form of accounting that is a lot more accurate than what we have had (in that spot) in the past.”
There are still other ways to pay bills and other fees that do keep up with the present. Citizens can make payments online through a link on the city’s website (www.cityofabbeville.net). Payments can also be completed on the phone by calling 1-800-701-8560.
“This is also being well utilized,” Piazza said of those two options.
As for the city’s website, that will soon see a facelift.
“We are working on a brand-new website that will be more user friendly,” Piazza said. “That website should be up and ready by the end of the year.”
There are other changes, prompted by the kiosk, that Piazza said will be seen at city hall. With people having the option to pay at the kiosk during all hours of the day, the drive-through window at city hall will be closed during lunch hours at some point in the future. That would make city hall completely closed from 12:30 p.m. to 1:30 p.m. Piazza said that would help with scheduling.
“We do plan on closing the window at a later date,” Piazza said. “We haven’t made the decision yet on when that will be. That was an ultimate goal. The staff has been reduced at city hall and it has been a problem staffing the drive-through window during lunch hours when the lobby is closed.
“Everyone would be able to go to lunch at the same time and it would make scheduling much easier.”
Piazza said he feels the changes, including the kiosk, will have a positive effect.
“It was a lot of forward thinking on the part of the (City) Council,” Piazza said. “I think the council is very concerned about making it simpler for their constituents to make utility payments and not have to suffer from late-payment penalties and those types of things.
“This kiosk will hopefully make things as accommodating as possible.”

Like most municipalities throughout Acadiana, budget constraints have city officials tightening their belts, hoping to save money in any way possible. And for the city of Abbeville that means cutting back on city hall employees and their hours of operation. So what does that mean for residents looking to pay their utility bills during off hours?

According to Mayor Mark Piazza the city will soon be offering a 24 hour a day 7 day a week kiosk system. The new system will be located out front of city hall and will take cash, credit or checks.

Mayor Piazza says right now there is a drop box out front but it doesn't accept all forms of payment and does not give tax payers a receipt. Piazza says this new system will leave tax payers with a receipt and it will be more convenient in fitting into everyone's schedule. Mayor Piazza says by utilizing this new system an open position was eliminated at city hall, which will save the city money in the long run.

The new system, which is similar to an ATM machine, will be up and running sometime in July.

Paying your water bill in person just got easier

ASHEBORO — City water customers can now pay their bill in person, anytime, 365 days a year.
They can pay by cash, check or credit card (and debit cards used as credit cards).
The only catch to paying with cash is that there’s no change.
That’s because the 24-hour-a-day option is a kiosk — sort of like an ATM machine — located behind City Hall at 146 N. Church St.

   
The touch-screen operation guides customers through each step of the process, takes the payment and then prints a receipt.
To access an account, customers need their account number, which is printed on their monthly statement. Customers who want to pay several accounts at the kiosk will have to enter each one as a separate transaction (and, if paying by check, for example, write a separate check for each account).
City finance officer Debbie Reaves updated city council members about the new service last week at their regular March meeting.
“Customers have been a little apprehensive,” Reaves said, adding that she and other staff members have spent time standing by J-A-C-K (Justified Automated Collections Kiosk), even in the wind and rain, to welcome residents and help them learn to use the new machine.
“Most people, when they do try it, they say, ‘Oh, that’s a lot easier than I thought it would be,’ ” she said.
Of course, customers can still make their payment to a live person in the Billing and Collection Department’s basement office in City Hall during regular business hours, Monday-Friday. The billing office is now closed from noon-1 p.m. daily so payment hours are 8:30 a.m.-noon and 1-5 p.m.

ZACHARY, LA — A new self-service kiosk, located in the front exterior wall of Zachary's City Hall Annex will soon be accessible to accept residents' utility payments.
the service will begin on Monday, August 5.
It will accept cash, credit and/or debit card payments. The walk-up, well-lit and secured kiosk is ideally suited for quick and accurate transactions. Customers making late payments and/or may have received a cut-off notice are encouraged to conduct their transactions directly with a cashier in order to avoid service interruption.

“Our goal is to help make government more accessible and responsive to all,” says Mayor David Amrhein. "Customers who choose to pay their utility payments in person may still do so”.
Additionally beginning on August 5th, City of Zachary employees will transition to a four-day work week. The new hours of City office operations will be 7:00 a.m. to 5:30 p.m. Mondays through Thursdays.
“We looked at several cities that operate the four-day work week and found that they reported both increased productivity and costs savings as a result. Their employees reported lower levels of work-family conflict and higher levels of job satisfaction, Also, resident customers benefit by receiving an extra hour in the morning and one later in the evening in order to conduct their business with the City”, the Mayor stated.
The City of Zachary will continue to offer on-line payment options atwww.cityofzachary.org, as well as providing computer access in the lobby of the City Hall Annex for conducting these transactions. Residents may continue to pay by mail, but are reminded that when doing so, to be sure to allow ample time for the payment to arrive before its due date.
